Yes, it is obligatory to pay Zakat. The Mother of the Believers, Aisha (may Allah be pleased with her), used to pay Zakat on the wealth of orphans who were under her care. (Muwatta Malik).

الجواب الكامل (باللغة العربية)

نعم يجب إخراج الزَّكاة، فقد كانت أمُّ المؤمنين عائشة -رضي الله عنها- إذ كانت تزكِّي أموال أيتامٍ لها، كانوا في حجرها. (موطأ مالك).
