Official Transcript (English)

Congratulations are for both male and female newborns; it is not permissible to restrict congratulations to males. In the pre-Islamic period of ignorance (Jahiliyyah), they used to congratulate for a male child and not a female.

الجواب الكامل (باللغة العربية)

التَّهنئة تكون للمولود الذَّكر والأنثى، فلا يجوز تخصيص الذَّكر بالتَّهنئة، وكانوا في الجاهليَّة يهنئون بالذَّكر دون الأنثى.
